MANILA, Philippine - President Benigno Aquino III declared on Wednesday that May 13, 2013 is officially a special public non-working holiday, giving way to the upcoming local and national midterm elections.
Presidential spokesperson Edwin Lacierda said in a statement that Proclamation No. 571, signed on Tuesday, is to "enable the Filipino people to exercise their right to suffrage."
"We enjoin all eligible to use this non-working holiday to participate in the electoral process that forms the bedrock of our democracy," Lacierda said.
According to salary rules set by the Department of Labor and Employment, special non-working days apply the "no work, no pay" principle unless the company grants payment through a bargaining agreement on the said days.
Employees who choose to work, allowed by their employers, on special non-working days will be paid an additional 30 percent of the salary due to them for the day, the same rule says.
