LTO Employee Playing Solitaire During Office Hours - Photo Viral

LTO employee caught playing solitaire during office hours in photo became viral and popular online. The photo was posted in social networking websites and garnered thousands of shares. A certain Christian dela Cruz posted the photo in FB Page of Top Gear which became viral.

"We spent three hours for our car's registration renewal at LTO P. Tuazon because of the long queue. We the taxpayers don't deserve this."

The photo immediately earned a lot of comments from reader with similar complaints of their own from their LTO experiences. Some suggested using fixers while others said they used bribes.
