UFO? or Cloud Formation Hovering Cebu City, Philippines on March 7, 2015

Is it a UFO above the sky in Cebu City, Philippines - March 7, 2015? Or just a cloud formation. The video was uploaded in youtube but commenters disagree that it's a UFO.
